- can you confirm if the two proposed experts each have to meet the project-team experience outlined on page 15 individually, or can the requirements be satisfied by the combined experience of the two experts?

Regarding your question about the two proposed experts, please refer to 4.2 Evaluation- Qualification Criteria- Applicant’s Experience page (16), which states:
“The Consultant shall provide two experts for this assignment, including curricula vitae (CV) of the proposed staff and they must meet the following:
- International experience of at least 7 years in similar projects This sub-criterion is evaluated on the basis of the project references submitted in accordance with GP 2.2.1(d)(VI) “The Consultant is requested to prove his past project experience by including minimum 7 large-scale references of similar projects completed during the past seven years”. Page 15.
- At least 3 years of expertise in carrying out impact assessment studies
- Fluent in English/ Arabic
Additionally, as per the General Provision- section I , page 7:
“VII. List of Available Expertise and Human Resource Capacity in the format provided in Section III”
And “(e)Any other documentation required in the SP.”
Please submit the CVs for the two experts along with form 6 (1.Access to Expertise Required for the Assignment and 2. Human Resource Capacity)

- Our understanding from Section 1.1 is that we must submit two expert CVs for assessment. However, Section 2.1 states that the quality of the expertise appropriate for the project team profiles described in GP 1.6 will be evaluated on the basis of the list submitted in accordance with GP 2.2.1(d)(VII) “List of Available Expertise and Human Resource Capacity in the format provided in Section III” , whereas we also note that this list VII specifies that no CVs should be submitted for the project team. You don’t submit the CV, but you fill the required form.

- Please confirm that the “list of available expertise” list VII, should include home-office project management/administration and backstopping personnel, however no CVs should be submitted for project management and backstopping personnel and CVs are required only for the 2 proposed experts in the project team?

- Are the CVs of experts needed at this stage? Form 6 states that they are not needed, but Page 19 of TOR (Qualification Requirements) mentions the need for 2 CVs. Please clarify.

- Is the deadline for submission 9th November or 11 November?

Due to an unintended inconsistency between the PQ-Document and the Tender notice, please note that, the submission date is November 11th , 2025.

- Please can you clarify which is the client´s address for invoicing purposes?

- Please can you clarify if EPCGF deducts withholding tax from Palestine (10%) from the payments to the consultants according to the Palestinian law

- Please can you clarify if EPCGF is VAT exempted in Palestine?
|
Only German cooperation and EU projects have a Zero-VAT status. While EPCGF as a foundation is not exempted from VAT.
